For the past year, Debby Regan has felt as if someone has taken Regina’s downtown Core neighbourhood and shaken it like a snow globe. Skyrocketing rental rates and home prices have hit low-income residents particularly hard, forcing many to relocate to other areas. The flurry of eviction and rent-increase notices, along with for-sale signs, has devastated the neighbourhood in recent months.
